Suspended first, ban usually comes after once one of the higher ups. The person didn't activate a whole bunch of games so a ban is more then likely in the works.

I don't think it's likely that they'll get permabanned if that's their first suspension.

The person didn't activate 7 games.
If its 1 game first time its just a suspension, if I remember right after 5 or 6 even on the first time you are caught it can end in a perma ban.
They have also been here over 9 months.
They should get a perma ban, after being here that long and not activating that many games, I think they deserve to be gone for good.
