1) Brooklyn 99 was a reference to the tv series and it was referred to the scene in the attached image.
So the answer is 38x76.
2) The code you have is for a jigidi puzzle, solve it.
3) Download the picture from i.ibb.co and open it with Notepad (or similar). Go on the last line, you'll read wHa7¯a¯MaG1c¯tR1cK:Nqq95. Nqq95 is the ga code.

It was the summer of '99, I was walking quietly through the streets of the city when a stranger stopped me to ask me a strange question.

Perplexed, I answered with the first calculation that came to mind.
