Before asking the question, I would like to thank all the people who answer each time for PC hardware issues (thank you mainly for Talgaby), I'm slowly learning new things about the PC world.

Now I would like to ask a question about the speed of the CPU fan, maybe I will ask a very stupid question, but as it is said best to remove any doubt.

This morning as I played at The Witcher 3 Blood and Wine, I noticed that the fan speed (I do not know if it was a GPU or CPU) was a strong fan noise, but I would like to know but it's normal? In the sense that if you play at The Witcher 3, does the fan noise (GPU or CPU) feel more than Bayonetta and Shadow Warrior for example?

The temperatures were these:

The Witcher 3 Blood and Wine = GPU: 63° degrees & CPU: 37-43° degrees (Strong noise Fan (GPU or CPU))
Shadow Warrior DirectX 11 (2013) = GPU: 45° degrees & CPU: 37-43° degrees (Half noise Fan (GPU o CPU))
Bayonetta: GPU: 35-37° degrees & CPU: 35-37° degrees (little noise Fan (GPU o CPU))

Yes, that's normal because Witcher 3 is the most demanding game out of all three.

But even if it has low temperature values? As far as I know the fan is turning stronger when it has a high temperature.

Yes, look at the temperatures. The fan noise you are hearing is the GPU fan. The higher the temperature, the faster it spins.

But is it all normal? The fan sound does not know if it is the GPU or CPU, because they are close.

What is your GPU? You can look up the specs to see if the temperature is in an acceptable range. Don't worry about the fan speed. Worry if your temperatures get higher than allowable.

Specs say the GPU max is at 98 degrees and you are nowhere near that at 63 degrees. That chip has a 61.1 degree max and you are hitting 43. All seems well and good. The fans are doing what they are supposed to. As others have suggested, you can set a custom fan profile if the noise is bothering you which can allow the temperatures to go higher with less noise. Keep the CPU under 55 and the GPU under 85 and you should have no issues.

Yes. Witcher 3 is much more graphically intense, not surprising, but even then, your temperatures are under control at the settings you are using. Nothing to worry about. That GPU is rated to a max of 98 and your CPU to 61.1. They will slow themselves down at some point less than that, but I don't think you are there yet. So yes, it's normal.

You can set up the fan speeds in your BIOS if the noise is bothering you, there are videos on Youtube if you are unsure how to do so. Or you can use a software to do that too.

Make sure the air passage is nice and clean too, most people don't realize that the dust and hair that gets in there acts as an insulator and keeps your rig running hot.

Clean fans and heat-syncs =)

I think so that it has a clean air passage, because in front of the heatsink and GPU I put a USB fan.

Your GPU temperature might be this low exactly because of higher fan speed.

Tbh, id lower Witcher settings so it doesn't strain GPU so much. But it shouldn't be a problem really.

It's most probably your GPU. The normal sized ones from Nvidia were already loud enough. If your Graphics Card is a small one it's going to need to blow a lot faster to get the heat away.
If you want to know if your CPU makes the noise run a CPU benchmark. Liike 7-zip. It's freeware for zip files and has an integral benchmark.

Edit: Yes, more noise is normal. If it's too loud for you then reduce your graphics settings. Restrict the fps to 60hz for example, but Witcher 3 is so demanding it probably doesn't get that high all the time anyway.

Is your case a normal one (ATX) or a small one? Next time you get a GPU get a normal sized (2-slot) one. They generally run quieter because there is more cooling surface to dissipate the heat and so the fans don't need to run so fast.
Edit: Does your PC even have case fans? If it does you don't need an extra USB fan then anyway.
1 12cm fan sucking air in, 1 12cm fan blowing the hot air out the back is sufficient, and not more then about1000 r/pm otherwise it will be unnecesarily loud.

The noise is coming form the CPU fan and it's normal. Stock CPU coolers are noisy, specially the old AMD ones (the one that came with your fx 8350 cpu). If the noise bothers you, you can change the cooler for something like the Cooler Master Hyper 212 Evo, it's nice and silent.

Also your temps are perfectly fine.
