I'll just do the same in french and try to forget this.
Maybe the number before the achievements is not correct. Maybe it was another number at first, and chinese characters are now in random order. It would explain why you got some parts of sentences : 恭喜发财 I don't know why but i supposed that the dev wanted to make a chinese sentence with all the chinese achievements.

It is actually very nice to have that format, sadly the problem is Chinese itself is a rather confusing language which character combination makes all the different.
e.g. 新鮮 means fresh, yet the character 鮮 alone can also treat as fresh
新聞 means news, but the character 聞 only means heard

i think he tried to do at least worst too.

It's an attractive idea to use homophone in both languages but there are the chinese characters on the left column of steam achievements so i don't feel well to just decompose a random french sentence in multiple random words.

If you're curious, i'm trying to help a little dev to translate (free) a game from english to french.
But it's a chinese game. So it seems this dev had fun and did 50 steam achievements for 50 chinese characters.
But translate chinese characters one by one doesn't make sense. So if i could understand this sentence i suppose it would be better.
