It can only be gifted to the recipient for their own use.
However, here on SteamGifts, the recipient of a gift is forced by the rules to redeem the gift for their own use.

I bought some stuff last night on a new Steam account I was setting up for TF2 farming, including a Breath of Death VII/Cthulhu Saves The World double pack I intend on gifting here. Everything's on my main account now, but since the account was brand new the gift is marked as untradable for the next 30 days. Since it can still be gifted, and games won here aren't to be traded anyways, I can still set up a giveaway for this item, right?
