I don't think it will go down. You can just use the send gift option there, click the gift icon.

Once you buy the bundle, you get an unique page where all the game links are. You can either click the button to redeem it to your steam account to the right, or click on the gift icon on the left. You'll get a link which you give to your friend and he'll receive the game on his steam account that way. You can give away each game individually. I don't think the bta will go down personally. It might even go up once the second week bta games have been revealed. If you buy bta now you will receive next week's games too.
