i have some coupons (amd and nvidia promo) with redeemable codes, can i make a giveaway for that? i choose one game of 4 redeemable and that will be the title. i have some of these often so i can give them away. or other redeemable codes? i have some like batman AO but i dont want to redeem myself couse the regions.

you can, but even a better idea would be use this code to redeem game yourself - you get a key for it then, and then creating GA for this specific game :) 1. It will be less confusing and 2. AMD blocks redeeming of some games in specific countries - if you give code to person from such a country bad luck - you have to provide game anyway or face "not received" punishment.

If I created a giveaway, and emailed the code to the winner, but they won't acknowledge they've received it, what do I do? I added them on Steam and checked, and I've seen them playing the game they won, yet they will not recognize that they've received it.

Did you ask them to click on received gift? Some people may have forgotten and that might help them jog their memory :P. If you have then probably best asking support maybe if they're clearly just trying to dodge you out. Preferable if you have any screenshots proving you sent the gift may help?

No.
While it is not allowable to enter a giveaway for a game you already own, mistakes do happen. To fix it, you want to contact the creator of the giveaway, decline the gift, and ask for a re-roll. (This happened to my giveaway, today, in fact.)
Re-gifting (giving a won game to someone else) is never permissible under any circumstances.
