Scribblenauts and Company of Heroes 2 region free or locked? (RUS region)

If I buy it from Russia, will it work in EU or US?

I know that it's not allowed to make giveaways with region locked games. Almost bought Bioshock Infinity but someone said it's locked for RUS region, even if it's not stated on steam store page.

just check up in the store page ID, if it's the same as the ROW, it means it's row, if its something else, it's locked.
For example we have GAMEX on America's shop - http://store.steampowered.com/app/1/ but in Russian shop its http://store.steampowered.com/app/2/, means that it's region locked

There is no info on Bioshock Infinity that it's region locked, but it's locked after you buy it.
