With that Dota 2 Test, I believe its just where you can test new heroes/items etc out, before they are released, Im not sure.

Care to elaborate? I'm just curious. It has been sitting in my library for months now and the negative ARTS(I'm am not referring the genre to that other, retarded acronym!) community is the only thing keeping me back. I'd probably play it if some aspects of it really piqued my interest.

Well, there isn't that much to elaborate, really. In short, the game is simply a gem.
I'm quite new to the ARTS/MOBA genre, but the gameplay is fun and once you get into the mechanics can also become highly addictive.
What really makes this DOTA 2 shine above all competitors, anyway, it's the stunning production value in pretty much any detail.
Amazing graphics and art direction, a clean look that makes everything very easy to "read" even during the action, superlative models and animations, top quality voice acting with hundreds of lines and specific contextual responses (i.e. you kill an enemy hero and your character make some joke about his relationship with him), a lot of good humor and an impressive online infrastructure/interface, with any sort of option going from casual matchmaking to full support for e-sport features.
Also, neat options like a spectator mode with tons of real time statistics, options to pick between many different broadcaster/commentators, options to save/download replays or trace them just using the appropriate match ID, etc.
Yeah, the community can be a bit harsh at times, but with the commend/report options and many other incentives/deterrents coming Valve is doing a great job to keep assholes in line.
Personally, I started playing many games against bots just for practice (you can play them in solo or co-op) and when I felt somehow ready I started playing with some friends online against actual players.
Oh and about bots... it's ironic how this game shows some of the most impressive and complex A.I. behavior I ever seen in any game, despise "bot games" being widely considered just a tool for newbie, largely ignored by any barely competent player.
