The image is just an example. Once you hit generate, it should display the result you can paste to Steam. Javascript enabled?

You need to use an emoticon name on both fields. Also, as mentioned, the image is just a banner, not a preview.
Edit : Should look like this.

Same thing is happening for me and you can have blank spaces at the beginning of chat messages in Steam chat... >_<
Neat idea but not really useful for Steam chat.
Steam emoticons are just useless... -_-
I did get the :D: smiley emoticon when I crafted my level 1 summer getaway badge this morning though. lol Now I have two worthless emoticons. :p

You need to include a new line when pasting to chat. I updated the tool to begin with a dot and new line by default.

I was chatting with derangedboar earlier today, and he thought a tool might be useful for transforming text into emoticons for Steam chat and profiles.
http://www.steamgifts.com/tools/emoticon-generator
The tool is fairly straightforward. Enter the text you'd like to use, and input both a background emoticon and text emoticon. In return you'll see a text block that you can simply copy and paste into Steam. Enjoy!
