Winner is pretty obviously covering tracks of key reselling, probably after being bonked on an SGTools giveaway for massive amounts of non-activated keys. I suggest contacting all other creators you see on his profile marked as not received and all of you contacting support with Request for Feedback tickets and listing all the giveaways marked as non-received.
And I'll try to not comment on guessing the user's region just from the topic title.

Oh, and don't forget to mention that Wrath of Anna double win in the ticket as well.

Just contact support proving:

  1. That you bought the key/gift (print the source wehre you bought it)
  2. That you provided the same key/gift to the winner (print the win page).
  3. The winner gave you a false giveaway feedback (print the feedback).

That's should be enough, I think.

Strangely one of his/her few friends has almost all the games won that were marked as not received. Very bizarre. Or maybe not. Could it be a case of multiple account and bots?
Follow the force or better STAR WARS™ Jedi Knight: Dark Forces II, it's a little strange to find only that game of the saga and almost all the others marked as not received in a steam account with only 148 games.

You can use your WL and BL however you want.

The big question is, why did it take so long for this person to be suspended? What have all those people who have had games falsely marked as not received been doing? Had nobody reported them before? Did this scumbag do that all at once, after the games had initially been marked as received?

Probably the latter. When someone with fake received marks bumps into an SGTools giveaway, they sometimes clear up their account by marking all "misplaced" keys as non-received. I have also ran into this.

I wound up reporting him, but neither the report ticket or my original ticket have a response. I hope I can get this GA removed from my history.

Good question on why it took so long for him to get axed.

I have managed to report a user after 20+ inactivations over a 2 year+ period.
Simple answer is: because vast majority never checks their winners.
