If it is used to send gifts from steam inventory purely I dont know. I guess you need add winners on steam thata ccont to gift. Set it to USA region and wallet. I have no idea how that violates rules Mods can explain better.

I am not a support member, but I don't think that would violate any rules. As long as the winner gets the game activated on their account, I don't see why it matters how you get it to them. The only issue I can think of is that there are a lot of scammers and people might be worried about adding a different Steam account that isn't the one you have connected here, so you might need to explain the situation to the winner.
Just make sure to activate any giveaways you win on the Steam account that you have linked here.

For steamgifts if it's not used as alt account here it's fine.
As for steam, I'm not sure what's the rules about using multiple accounts...
My guess, you can go for it.. Though as someone else pointed out to get people to accept the friend request from a different acount that's not yours will be a hassle... (I would suggest that you should make higher level restricted giveaways then as those people are "more knowledgeable" and "understand" more about the site and how gifting works)

Steam will very heavily restrict your account if they notice that new account with zero games will start gifting stuff around.
I cannot remember where I read it, but someone said that you cant really go around gifting games more than your accounts own? Like if you have 100$ worth games and suddenly gift 200$ worth games they find that sus and most likely restrict you.

I can confirm this, after some amount of gifts the account will be restricted. I used US account to basically gift some games to myself and after some time I can't make any purchases as gifts, be it Steam wallet, or by card.

Isn't it easier to just buy keys from fanatical, humblebundle, etc.? I know not every game is available there but it would be a lot more easier and less questionable.

Hey Slava, you can always buy global game keys on reputable reseller sites. It's not always easy to find keys without restrictions, but on some sites you can check where it can be activated (e.g. Fanatical and Green Man Gaming, that's what I mostly use). There's also frequent bundles, you can usually find info on region restriction in the corresponding threads created in the Deals section of the forum.

My region in steam is Kazakhstan. Because of this I can't send gifts to people in almost all countries. Can I use an additional steam account from which I will send gifts? It will not be attached to any account on SG and will be used only for sending gifts. Doesn't this violate the rules?
