So what's with those region locks on Steam?

Hi im new to steam, i made some giveaways, just got 4 keys to Game of Thrones Genessis but i heard that they are from "polish distribution" (im from poland) Does it mean they are region locked? and do i need to delete my giveaway cause you cant GA region locked games? also after i activated one of them on my steam account cant change language to English, so does that mean that key is also locked too 2 languages? (polish, czech)?

You can only give away region free games here.

Should be written where you buy them.
If not, ask their support, if their support has no answers it's probably a shady reseller

As far as i know, most key/gift from EU don't have region lock

the guy that sold me those keys, told me they are for steam, but after activating one of them on steam i cant change the language to english, have only my country language (polish) and czech language in properties

After some search, those key seems to be restricted to EU.
This is maybe unreliable source, but will give hint i suppose

For future reference:
Unfortunately we learned that these are region locked, so you cannot even activate the key!

In addition, we learned from the FAQ afterwards that:
Region Restricted Gift: Region restricted games are not allowed to be given away on SteamGifts. Please refer to our FAQ to learn more.

It seems there's no way to check this beforehand, so kudos to lukeeeb for being suspicious and finding out!
