Just a quick question. If I'm an american looking for a cheap game, what country would i want to buy it from?

There aren't any really good places. Most likely you'll just have to resign yourself to the fate of buying games for the prices that the Steam Store sets. Or hoping for the games to be bundled.

Good question... I have really lost track of all this geolocking bullshit. Maybe someone can shed some light on the situation.
As far as I know right now, everything is region locked (except US and EU1?). And EU1 is never cheaper.

Keys however are not region locked. So nuuveem.br seems like the best option for everyone around the glove right now. Or the somewhat shady keystore like g2a and pinguin or what it is called, which apparently are somewhat save to buy from if the shop is actually offering these keys rather than someone else on their marketplaces.

Nope mate.
Even if you bought from nuuvem, it sometimes have region locked for Brazil only or for NCSA only.

Well nuveem has it written below the game though if it is region locked. It that notice is missing, it's safe to buy from them.

Hate to tell you once more, but nope.

Once I bought Castlevania: Lord of Shadows - Mirror of Fate HD, it doesn't have any tag in it. Then it safe to buy, I redeemed it in SEA region, then it worked.

But when I bought Metal Gear Rising - Revengeance, it also doesn't have any tag in it, but I can't redeemed it on SEA region, because as it says when I did, it only can available for NorthCentralSouth America region only.

k... guess it's not always save.

That's Konami though for you. They always have weird licensing shit going on without really informing anyone. Apparently MGR - R isn't available at all in the sea region (https://steamdb.info/app/235460/). I'm German. This happens to us a lot with other games.

Humble store has most games and they are region free (from my understanding of things). Also fairly cheap and supports charity.

i think he's asking for different Steam stores (Canada,Russia,etc.)
and right now the cheapest (for most games at least ) is the Canadian store,most games are around 10 to 20% cheaper compared to the US store(and up to 40% compared to EUR stores) .

Canada for sure. Many games on the store are priced $USD=$CAD (so a $40USD game is $40CAD) but CAD is worth about 20% less than USD.

That game for $40CAD costs about $32USD

Not sure if they also have ROW copies, but Japan sometimes have cheap prices.
On some games we have cheaper prices in China as well and most games are ROW.

Publishers set the prices, so it depends on the publisher.

With default suggested pricing it's usually a toss-up between Japan, Canada, and Norway.
