You will give the game to the winner... read the FAQ... not Valve gives the game, but you... you select what game to give... if you don't have the game, say, AC4... you select it, somebody wins it... but you can't give the game to him, then you will receive a bad mark, and possible, a suspension...

You have to either have a copy in your inventory or have a Steam-redeemable game key for it. The list is so large because it shows everything one can give away, provided they have it to give it away
