Was the user suspended when you sent out the key? Normally I would say re-roll, because if they're suspended they cannot view the key. However, it sounds like you're not sure if they saw the key before being suspended.

He was not suspended when he was online and when he won. I sent out the keys an hour after giveaways ended. He has been suspended few hours ago.

if you're not sure if the key is still valid do not request reroll - ask support to give you missing feedback instead if his suspension is long one or he does not mark after it ends if it's short. Also blacklist him and inform group admin so he get kicked from the group before he leech more wins he won't activate ;)

His suspension is 4 days, not that long. I guess I'll just wait it out then.
Btw, missing feedback? What's that, like not received or? What if he marks it as not received? How can the support be sure my key was valid to give me the feedback.

I think they would only give you feedback if the game is on the winner's account, and maybe if there's evidence that they are regifting or trading your game.
I'm not sure though, I never had to request a received feedback.

Support cannot be sure, in such cases it's always word against word - but keeping in mind his "history" maybe they will be more likely to believe you.
Also where did you get the key from? If ity's from some official retailer, from humble or from gala (only up to 60 days in Gala case) if he marks not-received and claims key is invalid you can try contacting support of the place you got key from and claim that it was invalid/duplicate (just don't tell them you gave it away/traded it, claim you tried to activate it yourself and it didn't work). In some cases they will revoke previous key (removing it from library of whoever activated it) and give you new one (I have personally have keys reset for me bu Humble Support and GMG).

It's from Groupees, I don't think they have that system. Yeah in any case it sucks for me. I would rather get the giveaway deleted then having a not received on my profile if it comes to that, or the winner trading the game away.

btw now that you mentioned deleting the giveaway, here's something you could try :
request a new winner, then add them on Steam and explain the situation then give them the key. If it's working, then it's all good, and if it doesn't, hopefully they would be kind enough to agree to delete the giveaway.

If they were already suspended when you sent the key, they cannot have seen the key.
If they only got suspended after you sent the key, then yes there's a chance that they have the key.

It's a complicated situation. First thing to do would be to check if they did activate the game and simply didn't mark it received before getting suspended.
If they didn't activate the game, you still cannot be sure if they have seen and copied the key or not.
Something you could try is to unsend the key so that they can't see it when they come back. If they still mark it received, it means that they got the key copied somewhere, if they don't it probably means that they don't have the key and then you could ask for a reroll. But there would still be a small chance that they actually got the key so it's up to you if you are ready to take this risk or not.

Also for future reference - check your winners here: http://www.sgtools.tk/activation . If you see not activated wins that are not false poisitives don't send the key and request a reroll for "not activating (don't worry about 1 month part - if they did not activate 2 or more months ago but weren't suspended for it yet they will and you will get a reroll approved). If you do so then: if he wasn't already suspended he will be and you will avoid situation like this and give game to another winner, if they were already suspended for it you are sure they won't get suspended (at least not for not activating) right after you send them key - so again you avoid situation you're currently in :>
TL;DR Always check winners before sending keys/gifts.

I'm really worried guys, I haven't been in this situation since I created my first non-level giveaway. I mean this is a level 4 member, I'm really surprised by all this.
As long as people get full CV for games that are on sale for like 15 cents on Steam, and not put on the bundle list, low levels like this have no special meaning.

So I created some giveaways for the new awesome group I joined. I sent out the keys and all, however not all of my winners have activated and marked their giveaways as received. So I went to check up on them and I saw that one of my winners has been suspended and has not activated a previous won giveaway of 2,222 copies even though he is level 4. :O
What should I do now?
Should I ask for a reroll (which I would do but I already sent out the key and the winner was online and could have seen it and copied it), or should I wait for 7 days to pass to see if he activates the game and marks it as received. (Report him again if he doesn't activate it)
But what to do if he doesn't mark it as received after 7 days in that case? Ask for a reroll again (even though I sent out the key), or ask for giveaway deletion?

Thank you so much for the help and advices everyone. I rerolled, got a new winner, who then proceeded to Thank me for the giveaway as soon as he got online. I gave him the key, he sucessfully activated it and marked it as received. Everyithing got resolved much quicker than I expected, and it seems it was well worth taking a risk of a reroll as the key wasn't used.
