Well I dunno how long you've been at it, but I've been hitting the Ignore button ever since they first introduced it as the Not Interested button, so I've been at this a while and that's a part of it. If you REALLY want to pump up those rookie numbers, tho, here's my regimen!
Leave no game unmarked. Anytime I go to a game's page, it either goes on the wishlist or it goes in the ignore pile. There's no room for just letting a game sit in limbo. Everything gets marked. EVERYTHING.
I use ESGST here on SteamGifts, so I can see if I've already got a giveaway game wishlisted/ignored or not. If it says I don't, I go to the Steam page to check, and if it really is unmarked, I mark it immediately, then come back to SG to either hide or enter the giveaway. NO MERCY.
Every time I go to the Steam homepage, I go through the Featured & Recommended showcase. There's always at least three or four games I haven't marked, and they get marked before I go on to anywhere else on the site. It may not be much, but every little bit helps. CONSTANT VIGILANCE.
I hit the Discovery Queue every day, at least once a day, often more, and usually multiple times in a row each visit. The first round is usually the one that will have a couple or more games for wishlisting. Everything else after that tends to be grist for the ignoring mill. GRIND GRIND GRIND.
Every once in a while, I'll pull up Steam's search without entering anything so I get the site's entire catalogue. Typically I sort by release date, but any sort of sorting will sort just fine, then I just go down the line and strike down anything that doesn't look interesting, which is admittedly the vast majority of it. CUT THE FAT.
I generally don't care for demos these days, so sometimes I just go into the search and hit the filter for demos and hit Ignore on every single one. This helps keep the occasional demo from popping up in my Discovery Queue as well as bulk the hell out of numbers. FEED THE FILTER.
To help with these last few entries, I use the Augmented Steam addon for Firefox. With its little dropdown menu that lets me wishlist or ignore without even having to go to the game's actual page, it makes the process quick and easy. THE RIGHT TOOL FOR THE RIGHT JOB.

I am already doing lots of the same, except for numbers 4 and 7.
I don't look at the discovery queue because I got it at a nice round 9000 number, and don't really want to shift it (though maybe 10k would look even better).
What I do else is I look at the published/developer links from the game I don't want, and go on a spree there. Usually developers and publishers have a theme, so if it doesn't suit me, it's almost certain their other games won't be of interest to me either. Wish there was a proper tool for doing multiple flitering at once - I do have to do my own manually. Remember doing each and every Train Simulator DLC, yeesh :D

If you aren't using Augmented Steam, I hope you're using something similar, and if not, I cannot recommend getting it or something similar more strongly. It makes the filtering process SOOOO much easier!
I absolutely know your pain regarding the TS DLC, and looking at it now, I see the jerks have added even more since I last cleared 'em out, ugh. While Augmented Steam can't help with that one in particular, it CAN with a lot of other large batches of DLC. If said DLCs are included in a bundle, you can search for that bundle then use AS to ignore it. This automatically marks everything in that bundle as ignored without having to do each one at a time.
I'm in absolute agreement that a more robust multiple filter would be great tho. So many times I've wished I could just go to a game that has a ton of DLC and just hit "Ignore All", or that ignoring the main game would then automatically ignore all the DLC at the same time. I occasionally consider getting in touch with the AS developers to see if they could add that functionality.
As for the Discovery Queue, I understand . . . you have to wait for just the right moment, just the right situation to make it go OVER 9000!!!!!!!!!!!!!!!!!

Thousand times YES for filtering the DLC once you filter the main game. Train simulator and Rockstar are the worst so far for me :D
I'll see the Augmented Steam, it sounds pretty nice.
I've been thinking about getting some app for doing macros, like recording my mouse movements and clicks, then repeating it over and over via hotkey, would work wonders for long lists.

Probably only a few hundred. I only filter out games I know I'll hate, but I don't have the spoons to do any significant research for that so I end up with a bunch of meh maybes on my feed.
My most filtered are achievement spam and cheap porn games.

It all comes down to your preferences, I think. I try to only leave the games I might like playing, AND might have time to finish. So this leaves out a lot of awesome, but "endless" games.

It really is just management for me. I have a gigantic backlog already so when I see a giveaway for a game I haven't seen, I check the game out. Anything I don't get a "hell yes" vibe from, I filter. There are games I might like to play among the 20K but they'll come around in bundles anyway.
I used to enter everything, activate every games in bundles and freebies from all over. Now I have this gigantic library and I have to use all kinds of ways to find the games I really want to play in there. So I try to be circumspect on SG.
