Am I allowed to use my alternate Steam account to give away some steam gifts? (not stolen accounts, I don't do illegal stuff, I swear)
I have some credits left in the account and I want to make sure gifts can be gifted to any people in any countries (ROW). I want to give actual gifts, not region restricted that has to be deleted. I don't like giving fake hopes to people who really wants to play some cool games.

As written in the SG guidelines:

Users are limited to one account per person, and accounts should not be shared.

I have only one SG account, but 2 Steam accounts. I don't think using alternate account(s) for gifting is against the rules but I want to make sure everything is okay. That's why I decided to make this thread to ask.

I don't think there is any issue with giving the game you make giveaways for from an alt account. You may want to put in the description of the giveaway so people are not surprised when they receive a game from an account or name they do not recognise so they are aware of this.

There is no issue with providing the gifts from an alternate account however your post makes it sound as if those alternate accounts have access to different currencies/store regions which may well be a breach of the SSA. Make sure you don't register those alt accounts here though as that absolutely isn't allowed.

Your original post makes it sound as though your Steam accounts are in different regions. Even if you created both of these accounts yourself in the relevant regions you're using them in a manner that bypasses regional pricing/restrictions which is forbidden by the SSA. As such it doesn't matter what region they are or what currencies they use.

The only issue you'll have here is that anything that Valve/Steam don't allow carries through to sites using Steam's OpenID. You wouldn't specifically breaking any SG rules though.

As long as you make the GA from this account (no SG multi-accounts allowed) and you are able send the Steam gift from the other one (remember about price differences which can prevent that) you're good.

I want to make sure gifts can be gifted to any people in any countries (ROW)

To see if that's possible go to steamDB, search for the game you want to gift and check if there is a regional price for the game which is at least 10% higher than yours. If there is, you won't be able to gift the game to the people from this region.

In short: you shouldn't.
In long: is there enough credit to bother gifting, and if so, what's the chance you won't be able to gift in the end.
Also, if you're looking at this as a way to get some quick points, keep in mind the games won't give much if they've already been bundled.

EDIT: don't be jerks. We're all free to our opinion, and I didn't 100% tell him not to do it. I've personally had issues with gifting in the past, and, for me, it's a hassle, and frustration when it doesn't work out.

I see nothing wrong with him using steam wallet from his alternate steam account to buy the gift for a giveaway he made on steamgifts with this account.

As long as he doesn't have two SG accounts and he delivers the the games for his giveaways it doesn't matter how he delivers them.
