hmm, that's strange:

And "Purchase as a gift" button is disabled. :(

I tried it in steam client and browser, put Trine 2 3-pack in cart, view cart, says "You already own this game" in orange and both "Purchase for myself" and "Purchase as a gift" buttons are disabled.

Check if you have any problems with your paypal account or anything. My friend got that too, steam had problems with his paypal for no reason.

Open up a browser with your account logged in.
Open 2 tabs with the steam store up.
In one of the tabs(tab 1) add any random game that can be gifted to your cart.
Click purchase as gift in that tab(tab 1).
In the other tab(tab 2) add the 4 pack you want and remove the filler game.
Go back to the first tab(tab 1) and then click add to inventory and it will show a 4 pack to buy that will then go into your inventory.
but im not sure if steam will send me a warning or something. thats why i ask if its safe or not

then consider this - 4-pack not on sale, never on sale etc - base game costs 10$, 4pack costs 7.5$ per copy. The marketing strategy of 4pack is fine - as you buy ONCE 3 extra copies for friends, but maybe they would never buy it. But unlimited 4packs? you buy 100 copies for 750$. You resell them for 9$ each. You earn 150$. Buyers save 2.5$ each. Valve Loose 250$. You really think it's intended?

if that was the case wouldnt be simply easier to stop selling 4packs?!
They already talked(Gaben AMA) of player driven steam minishops, so can only see steam being pro-business (market, trading)

Correct me if I'm wrong but I think you can't buy a 4-pack if you already own the game (one of the games from the pack is automatically added to your library). Traders use a trick to do it : LINK REMOVED, USE GOOGLE
Wouldn't it be just easier to trade the 4-pack from someone who already know how to do it ?

Just wear protection whenever purchasing a trick, if you getting 4 better bring a whole pack of prophylactics.

Just use a new account to buy the 4 packs, then send them over to your original account.
If anything bad happens, it will be the new account suffering pretty much. In worst case scenario, they might remove the items from your account aswell. But i don't think they would ban you in anyway doing it this way.
