I preordered GTA5 because I'm a fan of GTA saga and I'm fine with that, but I wouldn't pay the full price and buy a black box for a random game.

yeah... peoples should stop support indie-developers... and some day they say "f*ck you! PC gaming" and then they start doing games PS4/XONE exclusive for 59,99$
and after that PC gamers will able to play only in cross platform AAA-shit from Ubisoft/EA/and others...

When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date.
De facto Steam keeps the money till the release day, this makes no sense :P
Also, they don't need money, atm the game is probably almost done, if no one supports them, nothing will change (it's not early access),
the project is already financed, so I don't see why we shouldn't wait the very next day.
With steam's refounds you can gamble, if the game is trash you'll get the money back, but not everyone uses steam to preorder stuff

You're misunderstanding that section. What it means is when you pre-order you can cancel/refund your order at any time before the games release. Once the game does release you still have the standard refund period available. Once you request a refund they process it and it takes however long it takes for the funds to get back to you dependent on your payment method. They don't wait 7nt8l release and then issue the refund as you seem to think.

I don't know tbh but I guess is something like:
I buy -> valve take my money -> 14 days or more -> devs take my money
I seriously doubt it's something like
I buy -> devs take my money -> refund -> valve chargebacks devs (???)
After all according to the second option, valve should pay everyday tons of devs with single transactions, it's too hard to handle something like that.

What most likely happens is Valve holds all funds and pay out to devs/publishers at set periods (either monthly or quarterly being the most likely). Any refunds/chargebacks/whatevers that occur before the next payment will come out of your cut, if they exceed your cut your account will be in arrears till you make more sales.
