put simply, you level up by giving games.
each time you give away a game, you get CV. when your CV reaches a certain point, you gain a level.

Generally, you get 1 CV for every $1 a game costs on steam (full retail price, no discount).
However, if a game is on the bundle list, you get $0.15 for every $1 the game costs on steam
A game will be placed on the bundle list if it is available in a cheap bundle (e.g. 3 games for $1) or if the game is ever sold, anywhere in the world, for 95% less than full retail price on steam.
