Tropico 4 Question

As I'm sure many of you know, (and for all I know this may have been asked already) Tropico 4 is $5 on Amazon today, (Link [url=http://www.amazon.com/Kalypso-Media-40777Tropico-41-Download/dp/B005IHDLYW/ref=tsm_1_tw_s_vg_lwkj5v]here[/url]). One of the winter steam achievements is for Tropico 4, however it says Tropico 4 STEAM SPECIAL EDITION, now does that mean I can't activate Tropico 4 on Steam if I buy through Amazon?

Also, Total War: Shogun 2 is on sale for $7.50 on Amazon, is that Steam activated?

Corpekata has it right, it doesnt look like it has steamworks.

shogun is steamworks though,same as empireTw. Bought both in boxed copies and had to install through steam.
