I have a key for a bundle that I intend to give away, but when I create a giveaway it's not on the list of games. Is there a different process for giving away bundles?

a better way would to reveal all the keys, and then start a giveaway train, i can show you how if you like? NEVER just make a generic giveaway, there are a ton of bots on this website, so making an Invite only giveaway and linking it on a discussion and also obscuring the link partially as a sort of capcha to prevent bots, here is my giveaway train for an example https://www.steamgifts.com/discussion/qG9jt/short-train-no-region-locks-or-level-requirements

a bundle off of steam(depending on the type you just can't for these, just have to select the base game for those) or a bundle from HB/fanatical/etc..?

It's a bundle on Steam. I have one key for the entire bundle, and the bundle has its own Steam page.

For the most part you can't give away bundles on this site, though packages work fine. SteamGifts only fully supports giveaways for Apps or Subs due to limitations in the Steam API. There are a few older bundles that work because they were added manually in the past, but in general, most bundles aren't supported for giveaways. You can create a ticket, but you probably won't get a response for a long time. To circumvent this, you can create a giveaway for one of the games/DLC in it and send the key for the bundle. I can't really say anything else without knowing what bundle it is.
