The discussion on people breaking rules brought out this question in me:
How do you know if someone has already been punished for breaking a rule?

As far as I can tell that's not really mentioned anywhere, which probably contributes to there being so many user reports as people may issue multiple reports for the same "transgression".
I've heard repeatedly of people being punished after a year or so for multiple offenses at once, offenses which still seem to show up normally in SGT to me.

I could understand people doing for unactivated wins, but multiple wins, as far as I know can't be fixed a posteriori.
So, basically I don't want to report someone for something they've already been reported for, it adds work for support and it's often not something that can or will be fixed.

EDIT TO CLARIFY:
All I'm suggesting is that having a way to check is a violation has already been reprimanded would save support time and work. It could be as easy as after some time without violations to remove the violating games from their wins or attach a note to the giveaways acknowledging that multiple wins were detected and suspension time was served. Nothing of that requires it to brand it on that person's profile page, if anything it can soften the effect of the perfectly visible SG tools checks.

if your winner has broken the rules, you can ask the support. they will tell you if the winner has got punished or not. as far as i know, there is no better way^^

I know of SGT and have this extension to make it easier.
The question is how to know if you should report someone or they've already been punished.

I guess it's an option, but it would be better for something to mention that they've been punished already, like on the repeat giveaway or on the ones they haven't fixed, giving more work to support is probably not the best way to go about it.

I always send a reroll ticket if I'm not sure, and it's either being approved or being denied.

Until cg implements some better system there is really no better way.

Well i dont think its really fair punnishing people for what they have been punished for. I have been banned before (for being an idiot) and i have learned. So I dont think SG should tell people that ive been banned because then some people will auto BL me for it ( Im already on enough :-:)

I agree on the no multiple punishments, the point is to avoid that.
But as it is now some mistakes are still visible, but not the fact that you've been punished for them.

In your case neither is visible, so you probably regularized your situation. If done correctly, this wouldn't affect you as I meant it as a way to clarify that people have already been punished for offenses which are clearly visible.

I meant it more as a way to give a break to people who were already punish rather than a mechanism like this:

I can't be the only one who thinks this is a bad idea. So far I never have been suspended here but... where is privacy? where is your right to anonymity? You can check the winner profile, sgtools and support, no need to "flag" you publicly like a jew in nazi germany

Again, if you have a (win) violation, it is clearly visible as it works right now (and in the case of multiple wins it's permanent), but it's not visible whether you've been punished for it.
If you want to protect people's privacy, you could propose an alternative where violations are hidden after someone has been punished, but as it stands that's not done. You can see someone has multiple copies of the same game in their "win" section as SGT does, or compare their SDB to their wins to see if they were activated, so the violation doesn't go away despite having been punished.

I don't see it as any more shaming than the current system, as it stands people can see the violations (SGT just makes it easier), but not whether anything was done about it.
You would probably prefer the violations were hidden as well.like I suggested in the comment above (or nothing to be done) ..
I'm not suggesting having any notice readily visible on people's profiles, just implementing some mechanism to avoid multiple reports for the same thing.

If anything it'd let you see that someone was already punished for something to keep them from getting multiple reports or even let people who use SGT add time server exceptions. A tweaked version could also be made so that the violating giveaway is eventually removed from their account.

The point is that in my opinion, the system as it stands could be improved. Whether that is through less transparency or more is debatable.

True... You can't know if someone had bans, etc... It should be seen on the profile page. It's not calling out, just information like "Number of VAC bans: X" on Steam.

I wish there was a way to know if people served suspensions for non activation and multiwins, like a popup when you try to ask for a re-roll. It would save support a lot of time and it would't show up on the profile.

no, it shouldn't mention anything. suspension info has to be available only to support members. we don't need sg police checking manually all accounts or using scripts to mark people.

I too wish there was a way to tell if a user has done their time for past offenses. A while back a winner of one of my giveaways had multiple wins. I submitted a re-roll request just to ask if the user had served their time. Support quickly responded that they had indeed served their time for the multiple wins and didn't qualify for a re-roll, but accidentally re-rolled instead of closing the ticket. They couldn't undo the re-roll and I felt so bad for the original winner.

The multiple wins thing is kind of a tricky thing too. The original winner in the above giveaway had twice won the game game from mass giveaways that ended at the same time, and when you win those, I don't think you can turn them down since the key is sent automatically.
