Strange steam discount O.o

So I just saw Klei is having a big sale and I saw Oxygen Not Included to be 45% off and I was surprised.
Went to steamdb, itad as well as gg deals and all of them say ONI is 25% off on steam right now (I guess all pull the same API).
I am from EU not sure if that is important :)

Is this something new that some people can get bigger discounts than others or is this a steam glitch? XD
What is your take on this?
For people who vote some other discount could you please say in the comments what it is for you.

P.S. here is a little GA for all who read this ;)

You get a 20% discount if you own any of the other Klei games. It adds to other sales and that's why you can get it for 45% off.

EDIT: If you check the game in your browser while you're not logged in it should show only -25%.

We're now excited to announce that Oxygen Not Included will be entering Steam Early Access on May 18th. It will cost $24.99, and anyone who owns an existing Klei game on Steam will receive a 20% loyalty discount.
