I think it is a publisher issue. If the game have different publishers in mainland China and rest of the world, the key will have location restrictions.

Idk why they exclude some countries like India when they literally have mandatory steam account linking (account should not be limited) which completely eliminates the chances of people claiming multiple keys.

What are you talking about? What you quoted is about whether they activated the key from the GA they won. That says nothing about getting one from Fanatical and passing it on.
