The URL with slash refers to "access item from category" (and you left out the id) whereas without the slash it refers to "list items in category". Works as intended I would say.

Or it's only PHP forum problem? So other examples don't matter even if they are like that?

In most cases, the first link indicates it is incomplete, while the 2nd link is actually complete https://www.steamgifts.com/discussions (.php - the suffix is unnecessary).

Remember when all links had .htm or .html on the end? Links still work in that same way - and by putting a slash on the end of that alters what it was originally linking to.
