I have base game and 0 dlcs. Need to decide if it is worth to go for them. I guess it is lower then lowest recorder prices for dlcs but not so much (less then 50% off for historic lows?). I guess no rush and need to think :).
EDIT: Even in that moment you can complete collection on steam in my currency around 102 PLN, and this bundle costs like 56-57 PLN
But T1 is great for sure (but have game already :) ).

i own the base game on steam and i'm not interested into the dlcs. i have skipped cities skylines bundle and i'm going to skip this also. i don't like this dlc simulators

is that $18 really $18 in the USA? In Europe I get a 28.5 € complete your collection for the complete collection while owning only the base game, and then the Japan DLC is another 13€ at full price (and 6.1€ at historical low).
edit: it's on sale at Fanatical for 18€, so I guess that is it

It's a Kalypso title, it will get much cheaper than this bundle, give it another year or two.
Look at the more recent Tropicos, like 4 and 5 plus all their DLCs. Dirt cheap now.

I'll admit, quite a wrong way to take it, especially cause Steam isn't guarantee to have the lowest prices on earth. Tropico 3 Gold Edition is also 1 euro on Fanatical, adding to the Tropico 4 Collectors Edition.

My first reaction was that this is a great bundle that I'll buy for sure. But at the second look it doesn't look so great any more. I have the base game and the collection bundle on Steam is a 'complete your collection' type so the option to get all DLCs (except for the Japan one) for a not much higher price than here will always be there during Steam sales. If I can get a few of the DLCs in trades or something I could further decrease the price. Some of them were also extremely cheap a few years ago. (3 of them were as low as 40-50 cents each on Allyouplay.)
And it's a Kalypso game so waiting some more has a good chance to pay off.

I am skipping cause it's not my style of game play, but the big question is. Why a Disciples: Liberation coupon? I get it's from the same company but really, it just stands out as an unnecessary add on to try to entice players. It is not related to the game or even railroad games. How about they give me a coupon discount on the bundle instead. Then I will buy it.

After installing the SteamDB browser extension, when activating a key on https://store.steampowered.com/account/registerkey, it will show you a link to the exact sub that the key activates.
WARNING!: If you don't already own EVERY SINGLE app in that sub, the key will be used, but if you already own every app in the sub, the key will still be usable afterwards. And if it is a region restricted key that can't be activated on your account, it
will also still be usable afterwards but you know exactly why it wasn't activated, because the region restricted sub on SteamDB is linked.
For the most part this is safe to do when owning the according product. Paradox games are the big exemption with their different dummy apps per sub and of course different editions of a game might include different apps like extra DLC, soundtracks, artbooks and so on.
For example this old key from Fanatical activated the normal store sub https://steamdb.info/sub/221702/ with the name "Railway Empire", which is ROW, while your key most probably activates https://steamdb.info/sub/221820/ with the name "Railway Empire EU". The extension will not only show you the name but also link to the according sub with the "SteamDB" link
