Sorry for the huge necro but I wanted to throw my hat in the ring too.
Honestly, the only time I ever remember getting a booster pack "naturally" was once or twice two or three years earlier: they weren't of popular games either.
It might have to do something with not getting all the cards for games due to uninstalling them to make space but is the experience same for everyone else nowadays? Does Steam level even matter in practice, or is it just some theoretical drop chance with little effect? It seem slike booster packs have become rarer over the years, but that might just be my observation.

Booster packs are granted as the Community crafts badges. You'll receive a new item notification when you are granted a booster pack. Be sure to log in once a week to maintain eligibility

How can I get a booster pack?
Once you have received all of your card drops, you become eligible for a booster pack, which is a set of 3 trading cards that may include both basic and foil cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.
Once eligible, your Steam Level increases your rate of receiving a booster pack drop:
Level 10: +20% increase in your drop rate
Level 20: +40% increase in your drop rate
Level 30: +60% increase in your drop rate
Level 40: +80% increase in your drop rate
Level 50: +100% increase in your drop rate (i.e. the rate has doubled)
Etc.
You must own the game in order to be eligible for a booster pack. You do NOT have to have the game installed.
Once someone on Steam (any one) creates a badge for that game you have a chance of earning a booster pack from said game.
Every 10 levels on Steam you get an increased chance.
Lots of people save crafting badges till Sale Events (Summer/Winter).

Same. At this point it feels like a shadow economy of some kind, which is all kinds of odd to me, and also people collecting games and idling them but never playing them is just... sacrilegious? I don't know.
I have a huge backlog I'll probably never see the bottom of but I don't add buckets to it just to get fake cards to... get pennies to... buy more games I won't play or more fake cards to get more pennies?

Does not farming the cards really have something to do with it? I never intentionally farm cards, I only collect the ones that drop when I play. In the 13 years I've had this account, I've never received a booster pack. My low level might have something to do with that, too, though. I'm just curious, it doesn't really matter to me as I sell most cards regardless of rarity and just keep the ones I like the design of as a collectible.
Side note: I wish you could view cards in full size directly instead of having to go through the collection.
