where r people get gifts with games ?

Buy games on Steam and don't add them to your library but choose store in my inventory.

On Steam you can choose option to purchase as a gift, then 'Store in Inventory' for later use.

Or you just buy game with Steam key and make a giveaway with key.

Or HumbleBundle does gift options too when you buy things there.

When purchasing on Steam you can purchase as a gift when you view the game in your cart. You can then send the gift immediately to someone on your friends list/through email or you cans tore the gift in your inventory to send out at a later time.

Other ways of getting games as "gifts" could be through buying a bundle and sending the gift link, or saving the key and sending the person the key.
