This happens to a lot of DLCs (and also Complete Editions of all kinds (like GotY)). Not sure what the issue is, but you gotta deal with it.
On the main page next to each giveaway there is a little icon to the right of the giveaway/game name that looks like a checkmark (only if you would enlarge it by 300 or so% you'll see it actually is a crossed out eye). Clicking it will pop up a dialog asking you if you really want to add this particular giveaway (so in this case, only this DLC) to your "manually hide additional games list", which you can remove titles again from here: http://www.steamgifts.com/account/settings/giveaways/filters

I have the 'hide DLC when I don't have the base game' option on.
However, the Overlord DLC 'Overlord™: Raising Hell' appears on my giveaway list :/
I've checked with the store page and it does indeed require the base game.
