When i buy a gift or game in Brazil it says i can only add to my library if i am in some country in Latin America.
Does it mean that there is no way for me to gift someone from North America or Europe ?

As others have said, the answer is yes. A few months back, Steam locked all games to their respective regions, regardless of what the dev wanted/said, and used Russia's rubble falling off a damn cliff.
