Imo the GOTY edition. The DLCs add a considerable amount of content from higher level cap to more missions and areas, weapons, monsters and whatever more. For the extra price it pays off.

Get the GOTY. Also Borderlands its worth every penny.But it has a bit problem of lag.

why would anyone want the base version of any game if there's a goty version available?

If you are going to get this game, the GOTY version is the way to go. If you can, consider participating in a 4-pack split to drop the price below $6 for GOTY. That makes it an even better bang for your buck, if you like that type of gaming (basically, mmo-inspired kill x enemies, loot pinata, grind to the level cap, with guns). However, if you don't have people/friends to play this game with, your mileage may vary with staying interested in the game.
