It depends, i use mine from badges, i dont want to buy them on market and i lucked out with a background worth £2 which looks pretty damn good.

They are created when you craft a badge. Each game has its own set of backgrounds. But if there's any specific background you want, it's easier to just get it from the market (be prepared to pay a lot if you want a background with a scantly clad anime woman).

Mabinogi has a rare one that sells pretty well, and I think it's only 5 cards. But, it is very rare.

Anime games with cards usually have expensive emoticons and backgrounds.
You might also get lucky, and find an extra-pricey foil card!

To summarize the aforementioned comments: trading, buying, or crafting badges.
By crafting badges you get random content (emoticons or backgrounds) for the game in question, while by trading or buying -obviously- you get to choose what you want.
