Usually best to start with the first one?

Most like the first game more anyways.

System Shock 2 is considered the spiritual predecessor of the Bioshock series.
It will not disappoint you -- it's considered one of the best FPS (w/RPG elements) games of the early 2000s, alongside Half-Life.

Back to your original question, I would go with Bioshock 1. It is very light at the start, then it quickly gains pace.

I have a special name for System Shock 2: I call it 'My Beloved Nightmare'.

Be sure to get the updated graphics patches that fans have made. This will greatly enhance your experience.

The first one. It has better story and is easier. And you can see where you need to go on the map and turn on in-game navigational arrows (see yellow arrow at the top of the screenshot) that will point the way to ease up your journey.
And It's really great game with brilliant story, so give it another chance!

Should be for every quest. But it optional if I remember correctly, so maybe it was turned off? And you can always check the map. Or ask here, I'll be glad to help out :)

1st one hasn't aged as well gameplay-wise. Having to constantly switch between weapons & plasmids makes it rather clunky to set up combos. The revamped setup in 2 where you have a plasmid and a weapon at once is much smoother. Also, tonics not being divided into subcategories gives more flexibility in tweaking your abilities.
Story-wise, 2 is not as tightly-written as the first, and it's written with the assumption that you know the story of the first. Without the prior knowledge, a lot of it will be lost.

(Ps. both have the option to switch on navigation arrows to avoid losing your way. It's not entirely fool-proof in either of them)

I replayed BS1 last year and it was still great gameplay-wise ;p

But I'm a big sucker for BS1 story so that may be the reason I overlook supposed flaws you've mentioned ;p

I still have to finish Bioshock 1, not in the mood for shooting around lately but its a great game. Found it harder at the beggining an then easier as you progress and get stronger.

System Shock 2, as stated above. Gameplay, story & atmosphere is actually better in this one than Bioshock (you can safely skip System Shock 1 if you don't like searching for things).

As for the Bioshock games, the first one has a better story and overall better level design. The second one was by no means bad, and did some minor gameplay improvements, but the overall package in Bioshock 1 was better.
