Yes, it's been publicised lately. Both people doing the trade need to have been using the Steam mobile authenticator for at least 7 days and need to both have trade notifications turned on or you now have to wait.
There's some other thing where it's reduced to 24 hours instead of 3 days if you've been friends for over a year.

Have you been living under a rock lately? There have been numerous threads about this on steamgifts.
Anyway it's one of the worst things Valve has ever done to Steam. And I don't think it's made just to prevent scams, it was probably attack on traders.

Yeah, it was done mostly to hit the traders. They could make some kind of script that was accepting trades using email notifications, but doing so (when using phone as authentication method) is impossible. Though I don't know about making script which would use codes from WinAuth.

You still can trade, just with 3-days delay (or 1 day delay, if you are friends for over a year).
There's this desktop authenticator, but it's not official and not really safe (just read the description).

New Steam option
"Trades that are on hold will complete by the date specified on each trade offer. If you did not make these trades or wish to cancel them, you can do so by cancelling all outstanding trades. Cancelling outstanding trades will begin a 7 day trade cooldown."
So i must wait 3 days to get my traded items :O o.0 xd
