While contesting rules is a good thing, before doing so one should think of broad consequences of hypotetical change. You seem to forgot about that, so i'll point few of them for you

I'm having the same opinion as you. I don't care what the winner does with their prize (my only exception being the keydrop feature at PlayBlink for some reasons). I've given games I've won to friends... well those won on sites where you don't have a rule to activate them on the site.
But I follow the rules. I enter only giveaways of games I'm having an interest in it (whether if they're in my wishlist or not).
However, I can understand that rule.

If not that rule, u will see many new accounts with similar names just to get into all giveaways, then sell the game...

So, this may be a bit controversial, but I find it weird that a winner is forced to redeem his prize. It's like winning a car and not be able to give it to your brother or sister.
I made a giveaway myself and I wouldn't care if someone gave the game to a friend or made another giveaway with the same game. It's his game now, I am giving it away so he should be able to do whatever he wants.
