buying tons of cards ... and since that doesn't suffice by far - they
"boost" the summer/winter event badge to lvl 9999 something (the only
badges that go over lvl 5) by again, buying a lot more cards

That site calculates the badges as $0.50 constant. But a person can only have 5 badges from a game. So that does not apply for higher levels, as the person will need to buy increasingly more expensive badges to level up

Whoa, that's an inflated estimate. I think that site only takes into account badges from games? Over a whole third of PalmDesert's total XP comes from a single badge, the Holiday Sale 2015 badge at level 14,141. Older holiday sales had the badge level capped at 1000 if I recall, but I don't think the 2015 one had a cap. That was an 11-card set and from the beginning to the end of the sale the average price of each card dropped from 14 cents on day one to about 6 cents during the final week (~$0.66-$1.54 USD per set, or $0.60-$1.40 if you take into account that crafting each set gave you a bonus card).
If you bought 50,500 of each card at a median value of 10 cents, you'd be at level 1000 for about $55,550.

*Based on the fact that valve sent out The collector's Aegis of Champions (basically a dota 2 plaque), to anyone who got to level 1000 in a dota2 compendium (basically a virtual book in dota, where you can buy tokens to level up your book)(sort of like getting badges to level up in steam)
