Gift cards are only given away by Steamgifts' admin cg. No one else can give these away.

Edit: I have to correct myself. Seems there was one exception. No idea why.

I've asked permission several times, before, under the consideration of 0 CV, to no avail..
In light of that, it's probably a bit more complicated than just "asked for permission"; As a guess, it's possible that cg may know them personally (though with cg being in canada and that account being in china, there's not any straighforwardly intuitive connections to support that assumption).

You can have long distance relationships/friendships, maybe that guy moved from Canada to China.
I met someone on GOG and now on steam in USA, and he and his wife might come over to The Netherlands.

But yeah only CG knows, and will know, as it's unlikely to tell us.
