Giveaway level is for you to decide depending what you want. It has nothing to do with game price.
If you want to make expensive GA open for all, you can set lvl 0. You can also set lvl 10 for cheap 1$ thing.
It wont change the CV you get nor break any rules. Just limit who can enter your GA.

Level is based off of how many giveaways a user has made, and the value of the game.
So to get to level 2, you need to give out $25 worth of games.
By setting the level, you are limiting who can enter, which many people use to avoid bots and scammers. Although at level 4 or 5, there's only a few thousand users, so most make them level 1-3.
Level 0: $0.00
Level 1: $0.01 - $25
Level 2: $25 - $50
Level 3: $50 - $100
Level 4: $100 - $250
Level 5: $250 - $500
Level 6: $500 - $1,000
Level 7: $1,000 - $2,000
Level 8: $2,000 - $3,000
Level 9: $3,000 - $5,000
Level 10: $5,000+

It only depends on what do you want, who do you want to enter.
But keep in mind, on lower levels there a lot of bots and stuff, so you might want to put (better) giveaways on somewhat higher levels. Or consider doing group and/or whitelist giveaways, invite only giveaways.

I usually use 4 for public giveaways, and 2 for private. If the private giveaway is in a heavy traffic thread, I may increase the level. My main reason is to have fewer bot entries. The level you use is up to you and has nothing to do with the price of the game (unless you choose to use a higher level for higher priced gamers as a personal rule). I personally use a higher level for public giveaways because bots are more likely to enter them.

You can go to random.org and generate a random number between 0 and 10
I think it's best to set the giveaway level somewhere between 0 and whatever your level is, depending on how good the giveaway is

In principle this approach is fine. I would only encourage you to think about two things - bots and leechers.
They tend to (although not always) have level 0 or level 1, so by limiting your GA to level 2 and above, you already ensure that most bots and leechers are kept out.
This is not a foolproof method but it's something to consider if you want your game to be gifted to someone who might actually play it or that, at least, won't just idle it or resell it.
