As wind said- it's very rare, but they do make exceptions to the 2-hour gameplay/X weeks owned rule in certain cases (Example, if it's still within the weeks owned window, but over the hours played window, they may consider it if you're rebuying immediately), so it's always worth making the attempt if it's still remotely close to the listed restrictions.
If it's reasonably past either of them, or at all past both of them, then you can give up on it. :/
