it is normal - you don't need ID to register cause they just track your IP - but if you want to switch currency (what also mean region) you should provide a proof that you actualy are a resident of this new region. If they would freely change regions on request 90% of SG at least would be residents of Russia atm ;p
Also you're not posting your data freely - it's been posted to secured server with authenthication needed to access data. It's not like you post your ID at imgur and give them link. No data is searchable via google etc. And in case they would (they won't but just in case) disclose your ID scan with personal information? Well then you're gonna become a richer man by going to any court :> Because they are bound by law to keep the data secure and use it only regarding this case.

An ip is not a proof, technically it is not your identity, even if some judges say that it is. Especially since it is easy to change it or have your ip spoofed.

Hmm yes it is normal, but as to the secure servers, no, whatever security you have, nothing is bulletproof, neither against hackers, bugs, or human errors, as the past has proven. Thinking that your ID will be safe is just plain wrong, it can totally end up public because some idiot will ake a mistake in 5 years during a systems upgrade or because their security isn't perfect, and then some cool guys will put the info they found/hacked on russian forums. Happens. Assume any info you share is public.
Even if the current privacy policy might might say it won't be shared, the privacy policy can be changed ( happens ) and your info sold ( happens ).
And if this happens in the terms of a changed privacy policy or if the company goes bankrupt ( some sell your info once the go bankrupt to save some money illegaly ), you'r not going to get any richer, and if you are, you won't get enough to cover the annoyances of having someone else using your ID and possibly the costs of the lawyers working to prove to companies that you are not the guy who bought that ferrari.
So yes it is normal, but your claims about it being secure are just wrong. Accidents, voluntary or involutary, happen non stop, even if you only hear of small percentage. ( And what encryption do they use anyway ? Because there is a lot of companies that encrypt with such ridiculous algos that you don't know if you should cry or laugh )

you can always make another account to buy games in euro, and gift the games to your main account.

I had this problem a few months back ( I moved from India to US). They asked me for a ID, I said I wont ( cause I dont have one yet and did not want to post my passport). They just told me to use the wallet money for purchases by accessing the Indian store via a webpage.

so, recently i moved to italy from the uk and as my steam wallet is in pounds i decided to ask the steam support to change it in €.
this is the answer i got, and i'm not too sure whether or not to follow through:
Thank you for contacting Steam Support.
We can change the currency for your future purchases. However, for financial and tax reasons, we must confirm that you are currently living in the country you've moved to before we can switch the currency. Please scan a copy of your driver's license, ID card or passport and attach it to this ticket. As soon as we have that information we will be able to convert your account's default currency.
Thank you for your understanding and patience with this issue.
Please follow these instructions to upload images to your support ticket:
1) Log in to your support account
2) Navigate to the 'Ask a Question' tab (where you would normally write your support tickets)
3) To attach a photo to your ticket, navigate to 'You May Upload an Attachment' (underneath the text entry field)
4) Click 'Add Attachment' to reveal the uploading interface
5) Click on the 'Browse' button to locate the file on your computer
6) Once you have located the file, select it in the browser window and click 'Open'
[NOTE: At this point, if you need to upload more than one image, you may do so by following steps 3 through 6]
7) Submit your ticket, once you have finished attaching the required images

is this normal of them? i mean, to register and everything they don't ask any type of id but to change the currency in the wallet they do? it smells a bit fishy..also posting a picture freely on the web?i understand it's on their servers but still..
also how would they even know it's me? they have literally nothing to compare it to.

for all who want to know how it was solved:
after i explained the problem and got asked to post a picture of my id i simply told them i didn't feel comfortable doing so, but that i did link my italian bank account to my steam account.
that was enough for them and not long after i got a response telling me the issue was resolved
