Indeed they are. I believe they are run by indie studios, especially 11 bit Studios, which is why you get a free steam key for Anomaly games when you make your account for the first time.

GR should be legit. Also, you won't be banned if a game in your library is revoked. Had an issue with a Humble Bundle payment long ago and I received a notice from Valve saying that the game is removed from the library.
