My little sister enjoyed Little Inferno, Sonic All Stars Racing, Scribblenauts, Ticket to Ride, Lego games. She's 13 too and was not a gamer at all, was just trying to have quality time with her brother. ahhh, good time.

Don't forget to mention All Metal Gear Solid Parts , Manhunt, Mass Effect 1/2/3 , GTAs , Dead Space - she would love that games too ,especially when she doesn't like COMPLEX games and she is just a kid .
Recommending Bioshock for 13 year old girl is like watching Memento or Fight Club with her. She won't even understand and appreciate it . I am not even mentioning the violence and disturbing images

Anyway, serious recommendation from my side is Bastion.
Doesn't have much in the way of crafting/building aspects, but is very pretty, plays well and isn't that complex unless you start activating the self-imposed challenges.

One of my girlfriend's younger sisters, who is about the same age as yours, played Scribblenauts, Costume Quest and Stacking (all 3 per my recommendation). Maybe also 'gentle' point-and-click games, like Monkey Island or some such.
