How can I raise the level here in Stem Gifts?

By gifting games. The first 2-3 levels are relatively easy, you just need a few decent bundles :)

i would suggest fanatical they have nice bundles starting at 1 euro.

Give away Zachtronics games.

You need to give games, as ryuga stated. Games that have been given out for free in the past has two * next to their name when you create a giveaway. Those don't give any contributor value, and thus you won't be able to level up by giving away those.
