It really depends on the %, I almost wish there was a % instead. The chart doesn't show you whether you won 1/100 or 1/4000. Someone who won 1/4000 would still be luckier than someone who won twice at 1/100. But the chart would say winning two gifts is luckier.
This is excluding the value of the won gift. Winning a $60 gift should be considered luckier than winning a $1, technically.

The chance is included in there. Losing that 1 / 4000 would barely change the expected number and count as lucky.
