Technically, I don't think that works. But they should add that functionality. But maybe if you did have an India only group, I really do not see why you could not give away India region locked games. You are allowed to make arbitrary groups based on arbitrary guidelines, and why not give away gives in that group that everyone in that group can use, I guess.
