Does having a group giveaway mean that people who are not in the group cannot see it?

Yes.
If you want to use group only giveaways as recruitment, then you can open a topic in recruitment, and link the giveaway + the group because otherwise they don't know what group they should enter to access the giveaway.

So it doesn't come up that you have to join the group; it just doesn't come up at all?

Edited the text a little in previous comment, please read it now :)
For example this is a group giveaway that you won't see in the main site (unless member / part of WL if whitelist is involved), and even if I link it like I did, you won't even know what group does it belong to.

:) I don't have many group giveaways visible, and this was the first example I could grab as we don't share the group with OP :)

It says "you are not part of the group or whitelist to enter" (something like that). But no links given to join or anything, so you are left guessing at the groups the person is part of, to find the correct one for the giveaway.

Edit, complete quote: "You do not have permission to view this giveaway, since you're not a member of the required Steam groups."

Makes sense. Well, I left my group giveaway and group here in case you want to join that ;3

If you click on the green open text on the top right then edit, then you can change the topic's title and even the subforum - changing it to Group Recruitment would be the best place for it :)

A group giveaway is listed on the site and you can also see it from the group page, but people can't enter the giveaway page itself.

No, a group giveaway is listed for group members only. Only the Archive shows all giveaways for all groups, but the main page doesn't.

That's what I thought.

You were thinking about SteamCompanion or GameMiner maybe, those were big group-bait sites. SG tries to limit people-fishing to this forum category—most likely because we had more than enough of the "join my group of totally legit raffles for $$$100,000k CS:GO skinz" recruitments even in public giveaways already.

It might've been SteamCompanion I was thinking about.

The thing that irritates me is that you can't see what group(s) the giveaway's for on the error page, which you could see on the old site.

Yeah, that's what I thought seemed stupid about the system.

It prevents people begging to get into invite-only groups.

That's a good point.

*lowers the frequency, at least.
I've had people beg to get in to my groups. When I asked why they wanted in [when I'd never met them before], they were all 'Oh, I saw you were doing this group giveaway for this game I want- I assumed that was the group it was for. It doesn't matter, just invite me to whatever group has access to the game, okay?'.
Typically, their tone is even more entitled than that.. :X

Given that I've had a half dozen of those interactions by now (and that with my habit of ignoring steam invites unless prompted with a reason to look at them), I'd imagine that if the system was more open, it'd be pretty overwhelming.

Just one comment, new members to your group need to resync in order to enter - but then you knew that already :-)
