It's a character in a anime named Ore, Twintail ni Narimasu. The picture may not be from official TV shows, but made by some fans. I'm not very sure, perhaps it's a printscreen form the anime and modifies to more lovely.

So how about the anime, do you like it? Our main character, Mitsuka Souzi sure is a man, however when he turns into Tailred, thought you could call her as a little girl. By the way the TV version of the anime has a bad graphics (in my memory) , you'd better try BD one or read the book if you like. (I don't really do these in fact )
