can be codes with flating value? like 7, 18, 30...

I'm not trying to fool OP into getting scammed, Not exactly what i meant, though that would be what would happen if he where to go around looking for codes bought with stolen cards.
But there was a US Store, maybe Bestbuy, who had a special discount for codes at one point, that might happen, it's not entirely impossible.

well yes, it's always possible a retail store discounts them. but you won't find them online discounted really, at least not any reliable source with a moderate quantity.

I have bought a discounted code once, from gameflip . However, i won't recommend em since the marketplace is similar to g2a , individuals are selling those codes there so theres a chance they might not work and you might end up spending money and getting a invalid/used code.

In Greece, you can simply go to a store that is selling steam wallet cards and ask for a card that is 5 euros, 10 euros, etc. It's printed on paper. I doubt they can give you a card of 18 euros value or something. You won't pay more than the value of the card. You'll pay the exact value of the card. So, a steam wallet card in physical form, is like that in Greece (I can only talk about my country, since I don't know anything about yours). Now, if you are searching for a steam card online, there are multiple sites that sell them even for a lower price, like G2A, but they're not 100% legitimate, to be honest. :P So, like a 5 dollar card for 4,71 dollars (it's an imaginary example).

No point buying codes as no one sells these for cheaper / same prices as what they are worth, means $10 wallet code = $10++ Cash
There is no point for Valve to mass print all these codes / generate these codes just to sell them cheaper lol
Just use paypal / card to top up steam funds.

In England you could get £5, £10, £20, £50, £100 (maybe different in other countries) although they've now removed the £5 wallet codes. Buying them in a shop like Game or Tesco you'll get a card which you scratch off to reveal the wallet code. I'd be very surprised if you found discounted wallet codes from legit retail outlets, I've been using wallet codes since they first came about and have never seen any discounted yet. If you do find somewhere that does discounted wallet codes then I'd be suspicious of them.

Amazon have deals on Steam wallet cards every now and then ... However i wouldnt really buy them from anywhere else .

To be fair one of the ways to try and squeeze few cents extra for your money , is to buy CS Go keys via PayPal , and then sell them on community market .

There are often people who just want to cash them out and sell them cheap , so you can save bout 50 cent to a dollar For every 10$ you spent .
That ofc involves risk of getting scammed which is not really worth it :)

Australia Post and Big W in Australia had a promotion last month - US$20 cards for AU$18 and US$50's for AU$45 - I saw it and did the math - I'd save about AU$20 buying the $50 cards when comparing it to just using my Visa (US$50 = AU$65 right now so that's $15, now add the discount of AU$5 = AU$20). It's hard to find the cards over here lately :/

If you are looking for the discounted Wallet code, you are almost in the path of getting scammed.
There are rare occasions when they sell it at discounted price. The one I have seen was last summer at sold at amazon going for $47.99 for $50 card. And it was out of stock within minutes.

In the US, Best Buy does occasionally offer discounts. I got a $20 Steam card for $18. It's pretty rare, though.
